A simple way to double the capacity of your boat's horizontal rod holders is to put a velcro loop in each of the exiting rod holders. I do this to get rods down and out of the way in my 21CC so I can cast. Your rods won't be recessed, but they're down.
The velcro loops are at the cash registers in most boating stores. Idea
