AN ACT to INCREASE the width of boats that may be transported on highway routes during the day and night with and without a permit, Change the fee for an annual permit for recreational boats and trailers, and change the penalty for permit violations.
The General Assembly of North Carolina enacts:
SECTION 1. G.S. 20-116 is amended by adding a new subsection to read:
"(m) Notwithstanding any other provision of this section, the towing of any boat or boat trailer less than 121 inches wide shall not require a permit to be issued pursuant to the requirements of G.S. 20-119. With a properly issued permit, the towing of any boat or boat trailer in excess of 120 inches wide may take place. Pursuant to the provisions of this section, towing of any boat or boat trailer may take place on any day of the week, including weekends and holidays, and may take place at night. The fee for an annual permit issued for a recreational boat or boat trailer pursuant to the provisions of G.S. 20-119(b) shall be only twenty-five dollars ($25.00)."
SECTION 2. G.S. 20-116(d)(3) reads as rewritten:
"(3) A fine of one hundred dollars ($100.00)fifty dollars ($50.00) for any other violation of the permit conditions or requirements imposed by applicable regulations."
SECTION 3. This act becomes effective July 1, 2008."
AN ACT to INCREASE the width of boats that may be transported on the primary highway routes during the day and night with a permit and to increase the width of boats and trailers that may be transported or hauled on a primary highway route with a permit during the daylight hours only.
The General Assembly of North Carolina enacts:
SECTION 1. G.S. 20-116 is amended by adding a new subsection to read:

AN ACT TO ESTABLISH A NO-WAKE SPEED ZONE Near HOLDEN BEACH.
The General Assembly of North Carolina enacts:
SECTION 1. It is unlawful to operate a vessel at greater than a no-wake speed in the Intracoastal Waterway adjacent to the Town of Holden Beach between the Holden Beach Bridge and the inlet at the Lockwood Folly River. No-wake speed is idle speed or a slow speed creating no appreciable wake.
SECTION 2. With regard to marking the no-wake speed zone established in Section 1 of this act, the Town of Holden Beach, Brunswick County, or their designees may place and maintain the markers in accordance with the Uniform Waterway Marking System and any supplementary standards for such system adopted by the Wildlife Resources Commission. All markers of the no-wake speed zone shall be buoys or floating signs placed in the water and must be sufficient in number and size as to give adequate warning of the no-wake speed zone to the vessels approaching from various directions.
SECTION 3. This act is enforceable under G.S. 75A-17 as if it were a provision of Chapter 75A of the General Statutes.
SECTION 4. Violation of Section 1 of this act is a Class 3 misdemeanor.
SECTION 5. This act applies only to the Town of Holden Beach and the surrounding area as described in this act.
SECTION 6. This act is effective when it becomes law and is enforceable after markers complying with Section 2 of this act are placed in the water."
AN ACT to prohibit commercial fishing near artificial reefs within three nautical miles of the shoreline of brunswick county.
The General Assembly of North Carolina enacts:
SECTION 1.(a) As used in this section, the term "commercial fishing operation" has the same meaning as in G.S. 113-168.
SECTION 1.(b) The Division of Marine Fisheries shall mark all artificial reefs within three nautical miles of the Atlantic Ocean shoreline in that area east of a line beginning at a point onshore at the border between North Carolina and South Carolina at 33° 51.0667'N – 78° 32.5833'W; running southeasterly three nautical miles to a point offshore at 33° 48.8342'N – 78° 29.8494'W; and south of a line beginning at a point onshore at the border between Brunswick County and New Hanover County at 33° 55.8833'N – 77° 56.2000'W; then running southeasterly three nautical miles to a point offshore at 33° 54.5735'N – 77° 52.7184'W with a readily identifiable artificial reef marking device. The Division shall place the artificial reef marking device as near the center of the artificial reef as feasible.
SECTION 1.(c) It shall be a Class 1 misdemeanor for any person to engage in a commercial fishing operation within 1,000 yards of an artificial reef marking device placed by the Division of Marine Fisheries as provided in subsection (b) of this section.
SECTION 2. This act becomes effective December 1, 2008, and applies to all offenses committed on or after that date."
Could be as early as Today (5/19) at 7PM. The last towing bill, introduced in the Senate, was referred to committee.... so, it could be put off as long as those people we elected want to stall.[/url]

looks like both bills were sent to committe,this could really not be good if they drag there feet.
